We found a news report regarding the incident.

We also found the video of the incident uploaded by Times Now. The report and the video was uploaded on May 29, 2017.

The report mentioned: A patidar agitation activist hurled shoe at MoS for Road Transport & Highways, Shipping and Chemicals & Fertilisers Mansukh Mandaviya during a function in Gujarat’s Vallabhipura in Bhavnagar district.
